OVERALL SUMMARY

The Buyer/Analyst of Business Operations role sits within Analytics, Planning & Operations (APO). The APO team is part of HBO Technology Business Management (TBM), primarily responsible for budget planning, financial analysis, strategic procurement, vendor relations, vendor payment operations and software/hardware inventory - across all of Technology. Reporting to the Director of APO, this role includes analyzing buying trends, PO creation, policy compliance review, and business process improvement projects.

 PRIMARY RESPONSIBILITIES

The Buyer/Analyst will have a primary role in executing procurement activities spanning the entire Technology organization.

  • Perform the day-to-day procurement activities for the Technology organization, including but not limited to, the following activities:

    • Adhere to preferred vendors and contract terms

    • Review requirements and provide quotes, as needed

    • Create purchase orders

    • Review orders for proper taxonomy, account coding, COI’s and tax liability

    • Resolve issues with approval workflow and spend authority

    • Assist users on the use of catalogs and the creation of requisitions

    • Ensure compliance with HBO’s competitive bidding policy

    • Create supporting documentation for large transactions to note compliance with all of the above

  • Develop, define, and implement improved processes, workflow and operational initiatives to make noticeable improvements based on impact and feedback

  • Interact with external vendors to ensure order confirmation and delivery

  • Review supplier records and ensure proper setup for Technology vendors

  • Monitor open PO’s and work to resolve any issues – delivery ETA, receiving, invoice discrepancies, etc. – with appropriate department

  • Assist in handling payment requests: ensuring invoices have proper documentation, entering payment requests via online tool, updating trackers with payment information

  • Running daily reports as needed


The Analyst/Buyer will contribute to APO metric reporting, and ensure that performance is in line with Team and department goals.

  • Develop comprehensive analysis of procurement activity to efficiently identify trends for all technology spend categories to ensure activity aligns with strategic department goals

  • Analyze purchase & payment workflows; Identify opportunities to improve and streamline systems and processes

  • Create and maintain renewal analyses for support and maintenance payments

  • Contribute to other projects as directed by supervisor


The Analyst/Buyer will support the work around the Technology budget and reporting process to ensure that APO deliverables are providing maximum value to stakeholders.

  • Support creation of annual budget, re-est & long-term plan (LTP) as needed

  • Contribute to other projects as directed by supervisor


REQUIREMENTS

  • BS/BA degree required; Finance/business focus preferred

  • 2-3 years professional experience in Buyer function; Technology focus preferred

  • Knowledge of Excel, PowerPoint required

  • Familiarity with financial systems/ tools (Oracle, SAP, or equivalent) preferred

  • Analytically minded, logical thinker with problem solving skills

  • Excellent communication, organizational, and interpersonal skills

  • Work with a sense of urgency

  • Team player and self-starter with interpersonal and solution oriented attitude and an ability to effectively operate with high energy and flexibility in a fast paced, constantly evolving team environment.
