UG Planner (Assoc/Snr)

Description About the Position : Responsiblefor a wide range of key aspects important to department leadership, complianceand improvement through planning, facilitation, communications, projectmanagement and other task specific activities that impact and contribute to thesuccess of all parts of Transmission Line Services. Work closely andcollaboratively with the Director of the function, department managers, andstakeholders across the business as appropriate to execute tasks and projects. Position Responsibilities (including but not limitedto): • Develop a detailed Undergroundor Overhead construction plan that involves planned outages, constructionphases, construction steps, material, and equipment requirements, lay downareas, and overall time schedule with final ready for load dates that alignwith the project plan. • Review of Projectconstruction drawings and provide details or corrections as they apply from UGor OH TL Engineering design standards and EOP’s. • Translate business objectives intoclearly defined work plans in order to support achievement of TLS/FERC goals • In partnership with UG or OH TransmissionLine Engineers (project dependent), project managers, materials management,control centers, project estimators, and resource planners, monitor and controlallocated human and material resources, maintaining financial and progressforecasting in order to ensure projects are delivered according to schedule andwithin budget. Ensureresource availability. • Translate functional policy intoprocesses and procedures that drive greater efficiencies for National Grid andensure compliance with Safety, Health, and Environmental regulatory standards/legislation/governance. Understand collective bargaining agreements that couldimpact work plan delivery. • Challenge existing ways of working andcontinuously seek ways to do things better in order to drive greaterefficiencies within assigned area. • Develop work plans that are alignedwith safety standards, policies and processes in order to ensure that theexecution of the work plans will promote a safe working environment andminimize risk for all staff. Collaboratewith other groups to ensure system reliability, safety, and efficiency isdemonstrated during large scale projects. • Review health and safety plans for eachspecific project, inclusive of Project Hazard Assessment (PHA) for high hazardwork practices. · Partner withlegal and real estate groups for any challenges that are presented in projectexecution along rights of ways and company owned property where new or existingfacilities could be developed. · Hold clearances andnon-reclose assurances required for construction as an authorized person withinClearance & Control. Monitor internal and/or contractor resource level, performance, and implementation plan progress for assigned projects to be certain that appropriate resource levels are being utilized. • Providing proactiveleadership and direction to the UG Electric Transmission Contracted workforceto ensure that high standards of safety, security, and environmental complianceare developed and consistently maintained; • Working closely with UGContracted workforce to ensure development of a complete Work Proposal,including construction work plan, detailed schedule Safety & Health Plan,and outage plan; • Ensuring that UG externalresources needs are adequately identified and assigned to fully support theconstruction contract work plans, schedule, and budget; • Taking a proactive roleinterfacing with the appropriate individuals to fully understand contract program needs and ensure that promisedcommitments are delivered on time and within budget; • Participating inconstruction conference calls and meetings to support the requirement toprovide weekly updates and reports; • Assuring that assignedpersonnel are properly directed, trained, licensed, and evaluated withinCompany guidelines and procedures; • Maintaining a thoroughunderstanding of department emergency response procedures to help arrange andprovide resource support as needed; and • Coordinating withexternal resources for pre-construction meetings, as required • Interactand communicate closely with key stakeholders (e.g., UG Transmission LineEngineering, Procurement, Contractors, and other participants) to ensure timelyproject completion. Other duties as assigned. Qualifications Qualifications Knowledge& Experience Required: · A Bachelor’s degree, preferably in an engineering or businessdisciplines with 3 to 5 years in Underground Utility management and planning or 7 to 10 years equivalent experience in the UGelectricity construction management environment, with significant relevantproject management knowledge. · Engineering and construction experience in utility constructionand operations. • 5+ years’ experience withdemonstrated ability to manage / integrate the project related work and abilityto provide direction, the appropriate structure and effective resourcing toenable the team to deliver high performance. • Strong background in UG Electric Utility Construction, labor-forceSupervision, Construction Management • Understanding of ElectricOperating Procedures, NG UG Transmission Construction Standards, EnvironmentalBest Management Practices (BMP’s), Outage Coordination Timelines, and ElectricSafety rules. • Ability tobe listed on National Grid’s Clearance and Control list. • Working knowledge in Microsoft Windowsbased applications (Excel, Word, PowerPoint, etc.…) • Possessand maintain a clean, valid state issued driver's license. • Strong negotiating skills • Understanding of ElectricOperating Procedures, NG Transmission Construction Standards, EnvironmentalBest Management Practices (BMP’s), Outage Coordination Timelines, and ElectricSafety rules. • Experiencedeveloping a detailed construction/work plan that involves planned outages,construction phases, construction steps, equipment requirements, etc.…. wherework plans are for projects ranging from $500K to $50 Million. • Experience of managing relationshipsand project teams with TLS employees, National Grid stakeholders, contractors andmembers of the public. • Displays commitment tosafe and productive work environment through consistent actions, beliefs andpersonal conduct.
