Supervisor/Sr. Supervisor - Transmission Line Services

Description About the Position: Position Responsibilities (including but not limited to): Working closely with workforce to ensure development of a complete Work Proposal, including construction work plan, detailed schedule Safety & Health Plan, and outage plan; · Ensuring that external resource needs are adequately identified and assigned to fully support the construction contract work plans, schedule, and budget; · Taking a proactive role interfacing with the appropriate individuals to fully understand contract program needs and ensure that promised commitments are delivered on time and within budget; · Participating in construction conference calls and meetings to support the requirement to provide weekly updates and reports; · Assuring that assigned personnel are properly directed, trained, licensed, and evaluated within Company guidelines and procedures; · Maintaining a thorough understanding of department emergency response procedures to help arrange and provide resource support as needed; and · Coordinating with external resources for pre-construction meetings, as required · Hold clearances and non-reclose assurances required for construction as an authorized person within Clearance & Control. Monitor internal and/or contractor resource level, performance, and implementation plan progress for assigned projects to be certain that appropriate resource levels are being utilized. Monitor upstream dependencies, facilitate construction schedules, and set priorities for the Construction Workforce, to execute the work plan, evaluate/resolve planning and implementation issues, and to ensure timely delivery of projects to stakeholders. Foster and manage internal and contractor relationships that encourage open/honest communication and drive safety, performance, quality, efficiency, customer service, issue resolution, and project successes. Drive Internal and/or Contractor performance through monitoring construction project status, assessing schedule performance, reassigning resources, and monitoring environmental concerns to ensure efficient project delivery and timely internal stakeholder support. Continuously review Construction processes to identify and implement best practice, identify more efficient methods of constructing, and manage and resolve Construction Planning issues and roadblocks. Collaborate closely with the Transmission Lead Construction Supervisor to facilitate constructability reviews, feasibility of construction, estimation development, and risk register development. Interact and communicate closely with key stakeholders (e.g., Construction Planning, Engineering, Procurement, Contractors, and other participants) to ensure timely project completion. Monitor project financials and schedule and report project overruns, underspends and schedule variances. Provide supporting documentation and participate in the Construction progress meetings. Support FERC leadership by ensuring developed KPIs and milestones are met, tracked, and reported. Storm Support Support weather related incidents; including managing the internal and/or contractor crew transfer sheet process and providing Emergency Storm restoration. Lead the represented internal work force in the safe and efficient restoration of the NG transmission system, as needed. Support Distribution Operations when requested, during storm events Ability to effectively direct multiple disciplines and groups during storm restoration efforts. Qualifications Knowledge & Experience Required: Strong background in Electric Utility Construction, labor-force Supervision, Construction Management Broad knowledge of OH Transmission Line or 5-10 years of previous experience with Field Operations or related department. Knowledge of federal, state, OSHA, local, and applicable environmental rules and regulations; Strong interpersonal and leadership skills with self-direction and high motivation; The ability to understand construction field issues, prints specification sheets, schematics, one line diagrams, and instructional information to construct, maintain, and troubleshoot electric transmission and distribution lines, and substation equipment; A thorough understanding of electrical principles and the hazards associated with electrical transmission work; Knowledge of applicable maintenance practices, safety requirements, and labor contracts; The ability to travel throughout the service territory and work extended hours and weekends as required on construction projects as well as in emergency situations, as needed; Ability to be listed on National Grid’s Clearance and Control list. Working knowledge in Microsoft Windows based applications (Excel, Word, PowerPoint, etc) Possess and maintain a clean, valid state issued driver's license. Strong negotiating skills Understanding of Electric Operating Procedures, NG Transmission Construction Standards, Environmental Best Management Practices (BMP’s), Outage Coordination Timelines, and Electric Safety rules. Qualifications § Bachelor’s degree in Construction Management, Engineering, Engineering Technology or 5-10 years of equivalent experience. § Experience in Electric Transmission Line overhead construction techniques § Experience in transmission “Live Line” methods using both hot stick and bare hand techniques § Strong administrative, organizational, and communications skills. Self-motivating with the possibility of working independently, talking responsibility for work.
