Senior Systems Analyst (Government)

The purpose of this job is to create and lead the implementation of plans for each 4E-to-N4E switch replacement in a manner which maximizes operational efficiency and minimizes cost. The N4E is a transitional technology that provides 4ESS feature transparency until the TDM LD voice customer base moves to IP-based catch products. We must continue to replace the 4E switches with N4E switches at a rate of at least 6 switches per year in order to recover critical circuit packs so that these packs can be used to keep the remaining 4E switches functioning.

  • Analysis of trunk group characteristics to determine use of trunk group (customer/service/test)
  • Developing the cable move plan for ACND-TIP cutovers
  • Developing deployment work plans and schedules
  • Identifying and engaging work groups
  • Leading, coordinating and directing the teams to implement the deployment plans
  • Vendor interface and management
  • Customer notifications
  • Team and leadership communication
  • Office Data Assembly (ODA) Changes for I/O interfaces and announcements
  • Traffic analysis



In-depth/extensive knowledge of
4ESS/N4E switches

  • LD Core Network
  • Network operations and maintenance of intertoll routing and trunking networks
  • Call processing translations and related operations support systems

Provisioning processes for nodals, service paths, trunk groups/infrastructure
OSS Experience: CAPRI, SNOW-R, CNRDB/IRAS, NET, TOPAS

Experience with the 4ESS Translations Guides (TG-4/PTG-4) and 4ESS Input/Output Guides

Understanding of
  • Vendor contracts/negotiations
  • Equipment installation, integration and testing
Excellent troubleshooting abilities, able to effectively and efficiently resolve issues
Project Management scheduling, cost control, risk management and time management
Contacts and relationships with operations groups, maintenance groups and Account/Product Managers
Good communication and interpersonal skills
Strong time management skills; highly organized, self-directed and efficient

Desired Skills and Knowledge Base:
Database & Routing experience including broad familiarity with Routing Guides (edited/updated the Network Routing Guide and created the Call Flow Guide and Domain Guide)

Extensive knowledge of
  • Real Time Network Routing/Class of Service (RTNR/COS)
  • Numbering administration (APNs)
• OSS Experience: EPROV, TCM
• Experience with Call Irregularity Handbooks and Laboratory Design Instructions (LDIs)
• Understanding of 4ESS power down procedures and removals

Required Education:Bachelor’s/Master’s in Engineering and/or Telecommunications

Required Clearance: Must be a US Citizen and willingness and suitability to obtain TS/SCI clearance
