ISP Engineer III

POSITION SUMMARY:

Under minimal supervision, responsible for the delivery of high quality off-air, satellite, microwave, and digital transport programming up to the outside plant (point of demarcation from ISP facilities) utilizing, maintaining and installing a variety of optical and electrical interfaces including but not limited to coaxial cable, microwave, fiber optic transmission, CAT 6 to name a few typical technologies. This includes root cause analysis of all equipment associated with the Headend (HE), Hubs. On-call rotation required.

ESSENTIAL FUNCTIONS:

Support all efforts to simplify and enhance the customer experience
Perform daily checks to ensure HE functionality
Maintain a clean, safe work environment / headend
Maintain awareness of network activities affecting local elements
Troubleshoot video outages
Perform network problem resolution
Troubleshoot communication architectures, topologies, hardware, software, transmission and signaling links and protocols Validate problem descriptions and perform detailed problem diagnosis; take corrective actions to resolve network problems Develop problem resolution procedures required to meet Network Operations (ISP) standardization and performance requirements Execute as well as teach others setup and operation of legacy headend equipment including but not limited to signal processors, modulators, demodulators, IRD's and IRT's
Execute as well as teach others the installation of fiber cabling, coaxial cabling, and Ethernet cabling follow proper engineering practices for the preparation, routing and termination of the various cable types.
Coordinate testing and required documentation of emergency alert systems
Guide, perform, and properly document all required Charter Engineering and FCC mandated POP testing
Adhere to industry specific local, state, and federal regulations, as applicable
Perform HE and facility Technical Quality Assurance (TQA) inspections; Ensure all cabling, equipment installation, power and cooling is in compliance with corporate TQA standards
Coordinate analog and digital channel level measurement and quality testing
Coordinate daily, weekly, monthly and quarterly testing and logging as outlined by ISP Playbook
Implement approved methods of procedure
Maintain and support protocol compatibility standards, develops and implements network enhancements and makes recommendations for improvement
Work on one or more projects as a project team member, occasionally as a project team lead
Submit and execute Change Management Requests
Use an MPEG analyzer to assist in troubleshooting video issues in the HE *Coordinate the Install and configure of the latest generation of digital satellite receive equipment including multi decrypt transcoders with MoIP and/or ASI MPTS capabilities Monitor headend environmentals and coordinate with HVAC vendors to maintain proper system operation *Test and maintain backup power systems - to include generators, uninterruptible power supplies and DC plant
Perform acceptance testing as well as fault location utilizing appropriate optical test equipment to include OTDR, Optical Spectrum Analyzer, fiber light identifier, optical fiber scope, and optical power meter
Proficient in the use of all relevant network test equipment.
Identify source of HFC network issues utilizing Pathtrak and/or Arcom CPD Hunter
Demonstrates critical knowledge of HFC plant and CMTS/node combining design as well as working knowledge of DOCSIS protocol
Identify and install various optics related to switch and routing equipment including SFP, SFP+ and XFP
Utilize tools such as Drum, Remedy, Engineering DB, INCUR *Understand/Identify signal flow in the HE on all services Collaborate with vendors and supporting stakeholders on design and implementation of advanced service deployments in Data Center environment
Collaborate on the design and installation of HFC deployments including BC/NC laser and optical receiver setup for node additions, V-HUB, DWDM, CWDM, and LcWDM
Collect, decipher, implement and maintain engineering design and documentation
Know, understand and follow company policies
Perform other duties as requested by supervisor as well as assist the supervisor with workflow and monitoring

JOB REQUIREMENTS:

Ability to make cable connections in tight spaces by bending, reaching, twisting, to work with small components and wires to make cable connections, to use the following hand tools: electric drills, hammers, wrenches, screwdrivers, to safely use weight-bearing equipment (such as ladders) within the maximum limitations of that equipment), to accurately measure distances,, to read general system layouts from blue prints and system maps, to operate appropriate computer or test equipment associated with position, to prioritize and organize effectively
Ability to work independently, knowledge of basic mathematics and electronics, Hybrid Fiber Coax and DOCSIS/CMTS, Transport Technologies CWDM, DWDM, SONET, T1, Ethernet and wireless technologies, critical systems elements including but not limited to HVAC, Powering and Generators, local and wide area networking communications, support systems for network management and element management systems
Expert knowledge of HFC designing, installing and maintaining critical facility systems and service delivery equipment for all products
Proficient in the use of a computer to compile databases, create documents and interact with various GUI based interfaces
Expert knowledge of IP and RF and optical path architectures and Video technologies and tools

PREFERRED QUALIFICATIONS:

Ability to perform job from high places (roofs) , National Electric Code and National Electric Safety Code, Microwave CARS band and IP transport radios and their performance *Basic Linux and server understanding *Operating knowledge of emergency alert systems
Project Management experience *Management or Leadership experience

EDUCATION:

Bachelor’s Degree in Electronics / Technology or Sciences and / or equivalent work experience

RELATED WORK EXPERIENCE:

9+ years of HE Technician or Network implementation / electronics work experience 9+

CERTIFICATIONS AND/OR LICENSES:

Valid driver's license with satisfactory driving record within Company required standards *Required: Valid Certifications from the Society of Cable Telecommunication Engineers (SCTE) BTS and BDS *BTCS, DVEP *Preferred: Cisco CCNA Certification, HVAC (Liebert, Trane, etc), UPS / Inverter Vendor Certifications (Liebert, Alpha, etc), Transport Vendor Certifications and Training (Aurora, Cisco, ARRIS, etc)
