Engineer – Project Engineering & Design NE I&R

Description Project Engineering& Design is responsible for the design of large-scale projects allowing forthe safe and reliable delivery of natural gas to customers. Suchprojects include: transmission pipelines; large diameter distributionpipelines, regulator/gate stations; bridge/railroad/water crossings; LNG/CNG;and other special capital projects. Project Engineering andDesign Provide gas engineeringand design for distribution/transmission projects. The I&R team is focusedon regulating facilities and large commercial/industrial metering. Incorporate applicableStandards, Procedures, and State/Federal statutory requirements into Gassystems designs including all safety, health and environmental standards andprocedures.. Incorporate corporateprocess safety procedures into the project work flow as required. Identify/specify specialorder (non-stock) required materials. Develop and gainapproval of project scope and construction requirements. Identify and acquire thenecessary permits, licenses, and land rights associated with the project. Working with the Mapsand Records department to ensure that system maps and cords are available,and of sufficient accuracy, to support Gas systems designs. Identify wheremapping differs from as-built conditions and provide input to rectifyvariances. Assist Codes andStandards Engineers with the evaluation of company engineering design standards, to ensure alignment with regulatory requirements. As may be required,participate or lead inter-regional projects activities. This may require travelto our upstate and / or downstate New York service territories. Participate in Stormrestoration activities or other system emergencies (gas and electric) as calledupon. Project Management Develop project bidspecifications and assist in the procurement as necessary of either or bothengineering design work to be performed by external design firms, andconstruction services. Manage externalengineering design firms to ensure all work is performed in accordance withcompany standards, within budget and on schedule. Perform design qualitypeer reviews of other engineer’s work. Establish and lead, asnecessary, an engineering design project team to develop and manage allengineering aspects of a project, up to and including project closeout andcompilation of as-built documentation. Participate and wherecalled upon lead project team members towards the common goal of delivering ahigh quality and safe result, while promoting a culture of teamwork,collaboration, and efficient resource utilization. Effectively communicateproject parameters with involved internal and external stake holders. Maintain an appropriaterecord of conferences, meetings, discussions, and verbal directions among theCompany, City/State agencies, and other utilities and impacted parties. Implement change controlprocedures as necessary to track design changes instituted by engineering orfield operations and identify any associated risks that may result. Document any requests to deviate from approved/agreed to parameters and seekauthorization where required. Qualifications Knowledge &Experience Bachelor of ScienceDegree in an Engineering discipline is required. At least 2 years ofengineering, design or project management experience preferred. PE/EIT registration isdesired, but not required. Understanding of designand construction standards, engineering drawings, and underground constructionmethods and procedures. Technical knowledge ofnatural gas system design and operations including natural gas industry codesand regulations, engineering and environmental codes and standards. Strong knowledge ofOSHA, PHMSA, and MA/RI regulations. Commitment to Safety asa core value. Ability to prioritizework and manage multiple projects within budget and time constraints. Ability to assessproject scopes and identify required variances prior to design to ensure acomplete, high quality and safe project outcome. Demonstration of a highlevel of personal initiative and ability to interact with a diverse group ofcompany personnel, contractors, regulatory representatives, and town/cityofficials in a positive collaborative manner. Excellent interpersonaland written communication skills including the ability to communicateeffectively both internally and externally to the organization. Proficiency with PCsoftware applications including the Microsoft Office suite. Familiaritywith work management applications such as SAP, Maximo and Power Plant is aplus.
