Contractor Resource Analyst - Contract Management, Gas

Description About the Position: National Grid outsources a significant portion of their construction and maintenance work plan. Project Management & Complex Construction (PM&CC) is responsible for overseeing the contractor workforce and managing the contracts governing these arrangements. PM&CC has several departments including the Contracts Department. The Contract Planning & Management group is responsible for developing, managing, and tracking performance on the entire contract portfolio. Contract Analysts are key individuals within this organization. This opening is for Contractor Resource Analyst Contract Strategy Continually evaluate the market conditions and National Grid needs to ensure contract strategies are producing desired benefits Actively monitor and adjust contracts as needed Develop a long term vision with manager, craft roadmap, and motivate/manage cross functional team to reach goals RFP Events Liaison with Procurement to create Request for Information (RFI) & Request for Proposals (RFP). Support major multi-year procurement events. Scope out project, develop evaluation methodology, create meeting materials, and co-lead pre-bid / clarification meetings. Support contract negotiations and develop award recommendations for leadership Contract Implementation Develop material and facilitate Contract Orientations Train stakeholders on all aspects of the contract management process Solve problems, answer questions, and do whatever is necessary to ensure smooth transitions. Contract Management Become the expert on all aspects of the contract with awarded Contractors. Be able to understand all facets of the contract and have the ability to effectively explain concepts and answer questions. Monitor all auxiliary functions and provide support whenever required Maintain and update key contractual documents including the Contract Specification, Contract Unit Library, maps, etc.. Work with the Manager to develop agenda and facilitate quarterly Contractor management meetings Work with other contract analysts to align contract management process and share best practices Develop and run reports pertinent to analytical data Spend time in the field to better understand the work and expand network Stakeholder Manage ment Consistent and active communications with Contractors throughout all levels of the organization Develop and maintain a relationship with all internal stakeholders both inside and outside of PM&CC Issue Resolution-routinely field calls/emails from contractors and internal stakeholders on a variety of issues. Understand and document issues, talk with all applicable parties, organize ideas and make recommendations on optimal solution, propose and gain buy-in on solution, and update documents as required. Reporting/Audits Ensure contract(s) is being administered properly. Includes completing audits on transactions to ensure accuracy. Develops reports to aid in management of contracts Storm Support Support Securing Resources team during major weather events in New York and New England. Responsibilities could include procuring, processing, or tracking contractor crews. Qualifications Knowledge & Experience Required: Bachelor's Degree and 1-2 years relevant experience Strong experience in MS Excel, PowerPoint, Word Working knowledge of MS Access and/or SQL Strong background in Contract Management and/or Construction is a plus Public Speaking – Contractor Resource Analyst must be comfortable speaking in front of both large and small groups. Analyst will often lead meetings and will sometimes be speaking to or facilitating discussions with 75+ individuals. Written Communication – Contractor Resource Analyst is responsible for maintaining main contract documents. Individual is required to process large amounts of information and write simple easy to understand policy into contract documents. Thinks strategically with the ability to analyse data and interpret key themes Excellent analytical capability Negotiations – Contract Analyst, along with Procurement, will be the key negotiators on the contracts. Proven experience negotiating contracts is a plus Ability to network internally and externally Demonstrates the ability to develop successful business relationships/partnerships with others Strong communication skilss and problem solving Ability to multi-task, adapt quickly to changing demand, detail oriented and a strong work ethic Creative – Contractor Resource Analyst will be asked to participate in setting the vision for the contracts they manage.
