The Wholesale Group Risk Office (WGRO) Strategic Risk Planning (SRP) team provides Strategic Planning & Initiative Management services across diverse complex risk management programs on behalf of the Wholesale Group Risk Office within Corporate Risk Management. The Wholesale Group Risk Office is responsible for risk management programs and oversight across the Wholesale Banking Group of Wells Fargo. The SRP team members provide strategic planning, program management, project management, initiative portfolio management, organizational change management, and business process engineering services based on the goals and objectives of the WGRO.

The WGRO SRP team is seeking a motivated, experienced, influential and adaptable leader to serve as the Tax CoE Program Manager. The position is aligned to lead strategic planning and initiative management for the Wholesale Tax Program enabling the Wholesale Banking Group to meet tax regulatory requirements related to customer information reporting, tax form validation, withholding, and compliance. The Program Manager will be an extended team member of the Wholesale Tax leadership team.

The Program Manager will partner with the Wholesale Tax leadership team to strategize, plan and execute delivery of all targeted initiatives to build out and optimize the capabilities of the Wholesale Tax Program. The Program Manager will be have direct accountability for initiative management related to defining and implementing the Wholesale Tax Program’s Center of Excellence (CoE) operating model.
The Program Manager’s responsibilities include:

  • Providing program leadership, direction, oversight and execution for Wholesale Tax initiatives including program/project plan development, tracking of key milestones and deliverables, identifying integration and coordination points across functions, and communicating progress broadly
  • Partnering and collaborating with the Wholesale Tax Program leadership team to facilitate strategic planning and initiative management to drive the execution of initiatives related to the Wholesale Tax Program
  • Partnering with the Enterprise Customer Tax Information Reporting (CTIR) Risk Office and the Wholesale Lines of Businesses (LOBs) to improve the risk management and operational functions related to tax requirements
  • Provide strategic thought leadership on targeted initiatives and priorities that require cross-group planning and facilitation in order to drive progress representing the Wholesale Tax initiative
  • Drives the shared Tax mandate and agenda programmatically (intellectually, relationally, pragmatically) enabling the build out of Wholesale tax form validation (Forms W-9, W-8 and CRS self-certifications), withholding and reporting capabilities
  • Leads the development of new and improved capabilities and services as well as the integration of the capabilities into existing processes and technologies to ensure sustained quality performance
  • Develops and oversee execution of the initiative roadmap and integrated project plans to deliver the business outcomes and objectives of the program
  • Defines projects/goals and designs the appropriate communications, learning, business process model and/or timing/bundling for implementation
  • Identifies, negotiates and recommends resolutions and solutions aligned with business strategic priorities
  • Manages and resolves program level risks and issues on behalf of the tax leadership, including leading any triage actions necessary to address issues impacting the execution of the Wholesale Tax Program
  • Provides appropriate frameworks and guidance for shared tax priorities, providing effective prioritization, monitoring progress and resourcing
  • Assesses and identifies options for managing new priorities or issues that arise impacting the program
  • Manages and prioritizes competing priorities and strategies, and adjust as necessary
  • Proactively manages priority updates, staging what and when updates come to the leadership team for planning and decisions and provides insights and updates to the tax leadership on status and course corrections, as appropriate
  • Represents the Wholesale tax office on enterprise initiatives requiring an integrated view from the tax office
  • Assists the Tax Program leadership in coordination of Wholesale-wide initiatives with tax implications across the Wholesale Banking Group
  • Drives the integration and implementation of programs, services and initiatives by leveraging relationships with cross functional business partners
  • Coordination with the Technology organization to design, deliver, and integrate Wholesale technology solutions related to enabling tax processing and compliance
  • Develops metrics and tracks/evaluates performance of tax programs, services and initiatives. Ensures programs adhere to appropriate policies and regulations
  • Responsible for leading change management practices including proactively identifying potential risks when implementing change, along with developing risk mitigation strategies and plans
  • Works with functional leaders to obtain resources, influence outcomes, address conflict and ensure alignment with WF strategy/policies and business objectives
  • Leads program teams through process design / reengineering initiatives
  • Manages a team to accomplish the work, including providing leadership of third party resources, as needed
  • Works closely with key partners in support of financial planning, human capital planning, communications, risk reviews and audits, and facilities management
Required Qualifications

  • 10+ years of experience in one or a combination of the following: project management, implementation, or strategic planning
  • 5+ years of management experience

Other Desired Qualifications
  • Demonstrate core competencies in Project Management including Program and Portfolio Management scale & complexity, organizational change management, operating model design, and process engineering, especially in establishing centralized operations functions
  • Demonstrate experience with Customer Information Reporting Tax Regulations (IRS Chapter 61, 3, 4 and CRS)
  • Manage full project/change management lifecycle: ideation, strategic planning and business case development, business and functional requirements, design, testing, implementation, procedures, training, and communications
  • Ability to perform various program/project management roles as required including program manager, project manager, portfolio manager, and program office leadership
