Associate Manager State Relations & Regulatory Compliance

Job Description

We are currently seeking a highly qualified Associate Manager, State Relations & Regulatory Compliance to join our Trade & State Relations department in Richmond, VA. The successful candidate will develop and sustain meaningful relationships with relevant state personnel and support the execution of the Altria Group Distribution Company's (AGDC) State Relations four core systems. (State Outreach, State Compliance, Business and Regulatory Support, and Legislative Management Systems)

Specific accountabilities include:

* Planning and executing the State Outreach System, including state meetings, engagement with the Federation of Tax Administrators (FTA), engagement with Trade Associations, and the management of the State Relations and Tracker (STAR) database.

* Supporting the execution of the State Compliance system including MSA compliance, PACT Act compliance, the timely submission and maintenance of operating company bonds and licenses, and the advanced promotion and event notification processes.

* Executing the Business & Regulatory Support System, including managing the minimum price infrastructure, free goods process on MST, local and state tax communications to AGDC, and leading AGDC initiatives resulting from FDA regulation.

* Supporting the execution of the Legislative Management System, including ongoing engagement with ALCS Government Affairs department, conducting bill reviews and supplying business positions, supporting the execution of FSF and trade activations and communicating new legislation to key stakeholders.

* Maintaining a working knowledge of Operating Companies' retail and wholesale trade programs and providing input on future programs based on your knowledge of current and future state and local regulations.

Specific Skills

Qualifications include:

* Bachelor's degree or equivalent.

* 2+ years' of experience, preferably in the field of sales and/or government / legislative affairs.

* Effective written, oral, and interpersonal skills. Ability to communicate well within many areas of the company as well as with external stakeholders such as State Government Officials, State Representatives, State Attorney General Office Representatives, lawyers.

* Well-developed analytical and critical thinking skills. Ability to understand and interpret business and legal concepts, and integrate them into working business plans.

* Strong quantitative analysis and presentation development skills.

* Detail oriented, advanced organization and planning skills.

* General understanding of local, state and federal legislative process.

* Ability to operate a computer and computer software.

* Some travel to various stakeholders & meetings, weekend travel sometimes necessary (approximately 15-20%).
