Adult Education Accountant

The Alabama Community College System office in Montgomery, AL is seeking an Adult Education AccountantThe Adult Education Accountant supports the activities of and provides fiscal leadership and oversight to the Adult Education program grantees under the Federal Workforce Innovation and Opportunity Investment Act of 2014, (WIOA) Title II, Adult and Family Literacy Act (AEFLA), P. L. 113-128, CFDA 84.002 as well as the uniform administrative requirements, cost principles, and audit requirements for federal awards, also known as the Uniform Grants Guidance (UGG).

PRIMARY DUTIES:

 

  1. Prepare allocation worksheets for formula-based funding distribution.
  2. Review, approve, and analyze budget applications, expenditure reports and other documents for the Alabama Community College System’s (ACCS) Grantees to ensure compliance with current federal, state and local laws and regulations.
  3. Provide technical assistance to the business managers, bookkeepers, directors, and other program personnel in all aspects of budgeting and financial reporting in accordance with federal, state and local laws.
  4. Review reimbursement claims and requests for funds including verifying allowable expenditures, approved budget amounts, math calculations and supporting documentation.
  5. Prepare and maintain allocation, budget expenditure, and cash availability records for state and federal funds.  Maintain all necessary financial records in order to complete required reports, as well as other financial reports for accountability and information purposes.
  6. Maintain database tracking for all expenditures/budgets.
  7. Develop and revise budget and expenditure report forms and instructions for all Adult Education grants and programs to ensure compliance with the most current laws and regulations. Provide information to data programmers for report development and revisions to ensure the collection of current data through the Alabama Adult Education System for Accountability and Performance (AAESAP).  
  8. Participate as a member of the monitoring and evaluation local review team for administrative compliance. Monitoring is conducted statewide and may include overnight travel.

SECONDARY DUTIES:

  1. Review application narratives to determine compliance and consistency with fiscal information. 
  2. Review state and federal documents (i.e., State Plan, Request for Proposal, etc.) to ensure compliance and revise, as necessary, the fiscal processes within the Adult Education Procedures Manual to remain current with federal and state guidelines.
  3. Serve as point of contact for all Adult Education records for ACCS Grantees and staff.
  4. Provide guidance (and/or present) at Adult Education conferences and meetings. Develop and present budget, fiscal, and reporting updates, via webinars, to ACCS Grantees and staff.  Professional development may require overnight out-of-state travel.

OTHER DUTIES:

  1. Research federal and state laws and regulations related to the Adult Education program.
  2. Perform other related duties as assigned.

QUALIFICATIONS:

REQUIRED:

  1. Bachelor’s Degree from an accredited institution in Accounting or a bachelor’s degree in Business with a minimum of 20 accounting credit hours. 
  2. Two years of directly related experience.
  3. Skill proficiency in software packages such as Microsoft Word, Excel, and financial software packages.
  4. Ability to communicate effectively, both orally and in writing, and the ability to understand and carryout moderately complicated written and oral instructions.
  5. Ability to operate and adapt to a fast paced environment.

PREFERRED:

1. Master’s degree preferred.

Salary range is $42,860 - $67,094 dependent upon qualifications and experience.  The chosen candidate must be able to relocate to the Montgomery, Alabama area.
